The Department of Correctional Services (DCS) says intensified security operations in the Western Cape have highlighted both progress and deep-rooted challenges within the province’s correctional system.
Addressing the media on Monday, National Commissioner of the Department of Correctional Services, Makgothi Thobakgale, outlined the outcomes of the 2025–2026 festive season security intervention, known as Operation Vala, as well as findings from investigations into serious incidents at Western Cape correctional centres.
Thobakgale said the Western Cape, alongside Gauteng, recorded the highest number of searches during Operation Vala, accounting for more than half of all searches conducted nationally.
“While the Western Cape conducted the highest number of searches, it yielded lower cash recoveries, pointing to more cashless and organised illicit activity,” he said.
Operation Vala, implemented from 1 December to January, involved SAPS and other law enforcement agencies, and focused on preventing escapes, curbing contraband smuggling, and monitoring parolees. No escapes were recorded during the period.
Thobakgale also confirmed that investigations into violent incidents at correctional centres in the Western Cape have been concluded.
“Serious failures in command, control, and compliance were identified, and disciplinary action will be instituted against implicated officials,” he said.
He added that sustained interventions are under way to stabilise correctional facilities in the province and restore public confidence.
