The Minister of Higher Education and Training, Buti Manamela, has appointed an administrator to the College of Cape Town following a report that found serious and sustained governance failures.
The Stabilisation and Governance Support Team (SGST) was tasked with assessing the college’s operations. Its report identified weaknesses in oversight, compromised human resource practices, as well as evidence of financial and other forms of maladministration.
“These findings require decisive corrective action. Intervention is necessary to stabilise the institution, safeguard students, protect teaching and learning, and restore lawful governance,” Manamela said.
Following the review, Dr Robert Nkuna has been appointed as Administrator. His term will last up to two years, or until a duly constituted Council is established.
Nkuna will assume the governance functions of the College Council and focus on stabilising management, ensuring compliance with legal and statutory requirements, implementing oversight and audit recommendations, and protecting teaching, learning, and student wellbeing.
“This intervention is corrective and restorative, undertaken in the best interests of students, staff, and the broader public,” Manamela added.
The Department of Higher Education and Training will continue to monitor progress as the stabilisation process unfolds.
