The Independent Development Trust (IDT) has confirmed that its Chief Executive Officer, Tebogo Malaka, has resigned with effect from 31 January 2026, without any exit compensation.
IDT Board of Trustees chairperson Zimbini Hill confirmed that the board has accepted the resignation and that Sfiso Nsibande, seconded from the Construction Industry Development Board, will continue to serve as Acting CEO to ensure organisational stability and continuity.
“In line with standard governance and employment practice, the terms of Ms Malaka’s departure remain confidential,” Hill said.
Malaka was suspended in August last year following the release of an independent PwC report into the botched R836-million PSA oxygen plant project. The report recommended disciplinary action, citing failures to prevent or act on procurement violations that may have cost the state hundreds of millions of rand. A disciplinary hearing had been scheduled for February 2026.
Her suspension also followed reports alleging that Malaka and IDT spokesperson Pasha Mokgolane were captured on camera offering Daily Maverick investigative journalist Pieter-Louis Myburgh a shopping bag containing about R60,000, in an alleged attempt to halt reporting into the contract. Both have previously denied any wrongdoing.
Public Works and Infrastructure Minister Dean Macpherson welcomed the resignation, stressing that it does not bring criminal investigations to an end.
“Importantly, her resignation does not immunise her from criminal investigations or any civil proceedings that may arise,” Macpherson said.
He urged law-enforcement agencies to conclude their investigations without delay.
