Kevin Jacobs, City of Cape Town Traffic Services Spokesperson, said that since 1 December 2025, traffic officers encountered 250 pedestrians walking on the City’s freeways. Officers issued fines only as a last resort, after conducting awareness campaigns aimed at protecting lives and preventing dangerous situations for pedestrians and motorists.
“During these operations, traffic officers spoke with pedestrians about the dangers of walking on high-speed routes. They explained legal restrictions and directed people to safer, designated routes. These talks aimed at prevention, understanding, and voluntary compliance,” explained Jacobs.
“Despite these efforts, pedestrians continue to place themselves at risk by entering freeways, which are designed exclusively for motor vehicles traveling at high speeds. Pedestrian presence on these routes creates a serious safety hazard, not only to the individuals involved but also to motorists who may be forced into sudden evasive action,” he added.
Furthermore, traffic services will remain on standby, maintain visible patrols, and conduct targeted operations on major routes throughout the festive season.
“Motorists are urged to remain vigilant, while pedestrians are reminded to make use of pedestrian bridges, crossings, and designated walkways,” advised Jacobs.
