Action Society has raised serious concern over reports that nearly 28,000 parole absconders are currently untraceable within South Africa’s correctional system, warning that this presents a significant risk to public safety. The organisation stated that a large number of convicted offenders, including murderers, rapists and armed robbers, have reportedly gone missing while under parole supervision.
Spokesperson Juanita du Preez said the situation points to deep structural weaknesses in the parole system.
“South Africans are repeatedly told that dangerous offenders can safely be reintegrated into society under strict parole conditions. But what does that promise mean if the state cannot even trace nearly 28,000 parole absconders?” she said.
The organisation argues that administrative processes are being prioritised above the safety of victims and communities. Du Preez said parole should not be treated as a routine administrative outcome when monitoring capacity is lacking.
“In cases involving violent crimes against women and children, the justice system cannot afford to gamble with public safety,” she said.
Action Society has called for tighter parole restrictions for violent offenders, stronger enforcement of violations, and better coordination between Correctional Services and SAPS through a shared live tracking database.
