Controversial businessman Brown Mogotsi is expected to testify before the Madlanga Commission of Inquiry over the next two days. Mogotsi is alleged to have acted as an intermediary between suspended Police Minister Senzo Mchunu and alleged crime boss Vusimuzi “Cat” Matlala, including securing R500 000 from Matlala to fund travel and accommodation for eight ANC members attending a gala dinner ahead of the party’s January 8 celebrations in Cape Town.
His testimony comes after alarming revelations about the state of political killing investigations. During an audit earlier this year, several of the 121 dockets handled by the KwaZulu-Natal Political Killings Task Team were found to contain major flaws.
The findings were presented by Major-General Mary Motsepe, who said the shortcomings raised serious concerns about investigative integrity within SAPS.
Specialist investigator Mike Bolhuis says the revelations are unsurprising.
“Are we shocked? Every time we hear something, it’s just all over the place,” he said.
Bolhuis questioned how the police’s top structures function, adding that internal divisions appear to be undermining effective investigation.
“How do they work it so that there are some that work together, which I would identify as the organised crime criminals, and then oust those who are trying to do their job?”
Bolhuis warned that accountability remains unlikely.
“Anybody who has done anything wrong, that is, a general or a senior police official, is going to do any and everything to avoid responsibility,” he said.
He added that officials involved seem to hope this commission will end like previous ones, with “a slap on the hand or even just a handshake and happily living ever after.”
