Suspended Ekurhuleni Metro Police Deputy Chief Julius Mkhwanazi has accused retired deputy chief Revo Spies of lying and presenting forged documents during his testimony at the Madlanga Commission.
Mkhwanazi took the stand on Wednesday, where he detailed the breakdown of trust between himself and Spies, and responded to allegations involving controversial businessman Vusimuzi “Cat” Matlala.
He told the commission that his relationship with Matlala began in 2022 after being introduced by Medicare24 director Mike van Wyk in Boksburg. This followed his introduction of CAT VIP Protection Services to the city ahead of the State of the City Address.
Spies had previously claimed that Mkhwanazi altered official documents to conceal private deals that allegedly gave Matlala’s companies policing authority.
However, Mkhwanazi denied the claims and directly accused Spies of falsifying evidence.
“I, Julius Mkhwanazi, Deputy Chief of Operations and Specialised Services, say in this commission, Deputy Chief of police Revo Spies represented the false plan in this commission. I will present the real operational plan that I gave him,” he said.
He also rejected allegations that he authorised blue lights for CAT VIP Protection vehicles.
“I didn’t install blue lights; I didn’t brand the cars. I didn’t even see the cars physically,” he added.
Mkhwanazi stressed that he had fully cooperated with IPID investigators and had submitted all required statements and supporting documents.
He maintains that he never issued unlawful instructions nor interfered with official processes.
